The Higher Education Funding Councils also have a duty to assess the quality of education they support. They do this through the Quality Assurance Agency for Higher Education (QAA), which is a UK-wide organization created by the higher education sector itself. They also watch over the quality of research through the Research Assessment Exercise (RAE).
